Do you believe the current level of public transportation in southern Chester County is adequate?

As a real world example: A family friend (a non-driver) living in Center City Philadelphia occasionally visits us here in Oxford. Their total one-way travel time is approximately 4.5 hours (!), consisting of taking SEPTA's Market-Frankford "El" to 69th Street in Upper Darby, transferring to a SEPTA bus for the trip leg to West Chester, and finally transferring to the SCOOT bus for the final trip leg to Oxford. Their only other options are to take the Amtrak train to Parkesburg (which requires a local pick-up), or taking the SEPTA train to Newark, DE (which also requires a local pick-up).

Is this an adequate transportation scenario for most people?
